UP Govt. likely to finalize 7th Pay Commission recommendations today

UP Govt. likely to finalize 7th Pay Commission recommendations today

The Akhilesh Yadav government may bring smiles on the faces of state employees on Tuesday by finalizing the recommendations of Seventh Pay Commission thereby ensuring a hike of up to 20 per cent in their salaries.
The state cabinet is scheduled to take up the interim report submitted by a committee on Seventh Pay Commission. The committee headed by retired bureaucrat GB Pattnaik had submitted its interim report to Chief Minister Akhilesh Yadav on December 7.

Around 22 lakh state employees and teachers are slated to get a salary hike of around 15 to 20 percent after the implementation of the recommendation with a minimum salary would be Rs 18,000 per month.

The interim report has tried to ensure parity in pay scales of state employees with that of Central government employees. The class three and four employees will get the most of benefits. The rate of inflation has been kept in mind while suggesting hike in salaries of the employees.

As per the Seventh Pay Commission recommendations, arrears would be paid in three to four instalments with some portions going to the Employees Provident Fund account. As per recommendations, the minimum salary of a government employee has now been fixed at Rs 18,000 per month.

Besides, the grade pay between Rs 5200- Rs 20,200 has been hiked to Rs 18,000- Rs 29,200, grade pay of Rs 9300- 34,800 has been hiked to Rs 35,400- 53,100, grade pay of Rs 15,600- 39,100 will now be Rs 56,100 -78,800, grade pay of Rs 37,400- 47000 will be 1,18,500- 1,44,200, grade pay of 67,000-75,500 will be Rs 1,82,200- 2,05,400, fixed grade pay of Rs 80,000 will now be fixed at Rs 2,25,000 while fixed grade pay of Rs 90,000 will now be Rs 2,50,000.
The Seventh Pay Commission had recommendated increase in salary of Central government employees in August 2016. Around that time, the Chief Minister had set up a committee to give its interim report on implementation of the Seventh Pay Commission.

The committee was given six months for submitting is report but due to the Assembly polls early next year, it was later asked to submit its report within three months.

As per statistics, UP government will incur an additional burden of Rs 26,573 crore annually in the first year of implementation while in the second year, the expenditure would come down to Rs 22,778 crore annually. Presently, the state government spends around Rs 95,000 crore annually on salary and perks for state employees.

The state cabinet will also deliberate on several other important issues including Samajwadi Health Insurance scheme and will also finalise the size of supplementary grant which is expected to be taken by the Winter Session likely to start from December 21. The government is also expected to pass a vote-on-accounts for the first four months of the next fiscal.

In the cabinet meeting, the government could approve the quantum of vote-on-accounts and supplementary budget. The supplementary budget would take care of the additional funds to be required for the payment of enhanced salary and arrears to the state employees after the implementation of the seventh pay commission from January 1, 2017. The state would require around Rs 27,000 crore additional burden annually for the Seventh Pay Commission.

7th Pay Commission expressed its regret about transition from OPS to NPS

7th Pay Commission expressed its regret about transition from OPS to NPS

7th Pay Commission expressed its regret about transition from Old Pension Scheme to New Pension Scheme in its report.

2004-2011 Entrants : Government employees who have joined service between 2004 and 2011 have suffered due to delay in finalizing the structure of the NPS and the issue of detailed instructions. Although they have made regular contributions, in many cases, this money and/or counterpart contributions were not deployed in the market. In the case of AIS officers, some states are yet  to release counterpart contributions or pay interest on delayed contributions. This has led to a situation where the accumulated corpus even after 11 years of service could be meagre. It is necessary that this situation which arose during the transition from OPS to NPS be addressed.

The Commission therefore recommends that Central Governments and State Governments should, in a time bound manner, ensure that all the due contribution along with compounded interest, where contributions have been delayed, be deposited in the accounts of the beneficiaries. Advisories should be issued to the State Governments to deposit amounts, if not already done, in respect of NPS beneficiaries belonging to All India Services.

Many Association have pointed out that unlike the facility under GPF, it is not possible to make withdrawals under NPS, even to meet obligatory social expenditure. This forces employees towards increased indebtedness as they have to borrow from elsewhere.

The Commission notes that under the NPS Tier-I account, a subscriber is permitted to make partial withdrawal of twenty five percent of the contributions made to his/her individual pension account for certain specified purposes. Such withdrawals are permitted a maximum of three times during the entire tenure of subscription and a period of at least five years should have elapsed between two such withdrawals.

The Commission further notes that there exists a voluntary Tier-II account. Under this account, a subscriber can, at any time, withdraw the accumulated wealth either in full or part and there is no limit on such withdrawals provided the account has sufficient balance of accumulated pension wealth to cover the amount being withdrawn. However, the Tier-II account is yet to be made operational. The Commission therefore recommends that PFRDA should take steps to make the Tier-II accounts operational as early as possible to enable the NPS subscribers the facility of withdrawals from their accounts in case of requirement.

Transparency under NPS : Many associations and individuals have complained that the information relating to the NPS is inadequate, resulting in high degree of uncertainty in the minds of contributors about post-retirement benefits. The Commission noted that PFRDA sends a communication to every participant each month with the current pension wealth and the latest contribution that has been credited. The Commission recommends that focused efforts be made to capture email addresses and mobile numbers of subscribers so that seamless communication is ensured for all subscribers. The Commission recommends that consultation with stakeholders should also be held periodically in different parts of the country.

The Commission notes that no department of Government of India is taking ownership of the NPS. The Commission recommends that a Committee consisting of Secretary, Department of Financial Services, Secretary, Department of Pensions and Pensioners Welfare and Secretary, Department of Administrative Reforms and Public Grievances may be constituted to review the progress of implementation of NPS. The Commission also recommends that steps should be taken for establishment of an Ombudsman for redressing individual grievances relating to NPS.

Tax Treatment under the NPS : NPS is under the Exempt–Exempt – Tax (EET) regime while the General Provident Fund under the OPS is under Exempt–Exempt–Exempt (EEE) dispensation. Under the NPS, while the contributions and the accumulations are tax-exempt, withdrawals are taxable. As such, this is an inferior tax treatment when compared to other pension programmes such as General Provident Fund, Contributory Provident Fund, Employees Provident Fund and Public Provident Fund wherein contributions, accumulations and withdrawals are tax-exempt.

The Commission feels that tax neutrality should be ensured across various avenues for long term savings for post retirement incomes so that the employees covered by NPS are not at a disadvantage. The Commission therefore recommends that withdrawals under the NPS should be tax-exempt to place NPS at par with other pension schemes. The Commission also recommends that the service tax levied at the time of annuity purchase by NPS subscribers should be exempted.

Rationalisation of Death Gratuity by 7th Pay Commission

Uniform Fitment Factor recommended by 7th Pay Commission

Uniform Fitment Factor recommended by 7th Pay Commission

The existing PB-1, this index is 2.57, increasing to 2.62 for personnel in PB-2 and further to 2.67 from PB-3. The rationalised entry pay so arrived has been used in devising the new pay matrix.

The 7th Pay Commission recommended uniform fitment factor for all group of Central Government employees. The commission says that the fitment recommended by the VI CPC was in the form of grade pay. Any inconsistency in the computation of grade pay or in the spacing between pay bands has a direct bearing on the quantum of fitment benefit. Therefore, these issues have also been raised by numerous stakeholders. It has been demanded by a majority of the stakeholders that there should be a single fitment factor which should be uniformly applied for all employees.

The 6th CPC had mentioned that grade pay would be equivalent to 40 percent of the maximum of the pre-revised scale and that the grade pay will constitute the actual fitment, yet the computation varied greatly. After the implementation of recommendations, the difference became more pronounced in Pay Band 4 as compared to the other three pay bands. This resulted in varying fitment factors for various levels and promotional benefits that were perceived to be rather differentiated. The same pattern was discernible in the pension fixation too.

And also explained in its report that the starting point for the first level of the matrix has been set at Rs.18,000. This corresponds to the starting pay of Rs.7,000, which is the beginning of PB-1 viz., Rs.5,200 + GP1800, which prevailed on 01.01.2006, the date of implementation of the VI CPCrecommendations. Hence the starting point now proposed is 2.57 times of what was prevailing on 01.01.2006. This fitment factor of 2.57 is being proposed to be applied uniformly for all employees. It includes a factor of 2.25 on account of DA neutralisation, assuming that the rate of Dearness Allowance would be 125 percent at the time of implementation of the new pay. Accordingly, the actual raise/fitment being recommended is 14.29 percent.

Finally, the fitment of each employee in the new pay matrix is proposed to be done by multiplying his/her basic pay on the date of implementation by a factor of 2.57.

Recommendations of Overtime Allowance (OTA) in 7th Pay Commission

Recommendations of Overtime Allowance (OTA) in 7th Pay Commission

7th CPC allowed Overtime Allowance (OTA) to continue in Industrial Establishments of Defence and Railway

Overtime Allowance (OTA) is granted to government employees for performing duties beyond the designated working hours.

Presently, OTA is paid in several ministries/ departments, up to a certain level, at varying rates.

Though the III, IV V and VI Pay commission recommended to abolish the Over time allowance except where it is a statutory requirement, it was continued in some departments even when it is not a statutory requirement.

But JCM-Staff Side has demanded that OTA should be paid to all government employees who are asked to work beyond office hours, on the basis of actual Pay, DA and Transport Allowance.

The commission obseved that 90% of total expenditure on Over time allowance is spent in Defence and Railway. So the recommendation on Over Time Allowance is expected very much by the employees of these two Ministries

The 7th pay commission suggested in its recommendation that

“…..government offices need to increase productivity and efficiency, and recommends that OTA should be abolished (except for operational staff and industrial employees who are governed by statutory provisions), at the same time it is also recommended that in case the government decides to continue with OTA for those categories of staff for which it is not a statutory requirement, then the rates of OTA for such staff should be increased by 50 percent from their current levels”.

A stricter control on OTA expenditure is also suggested

So the employees of Ministry of Railways and Defence breathed sigh of relief as the Pay commission recommended to continue the Over time allowance.

Report of 7th pay panel may not be having satisfying recommendations

Report of 7th pay panel may not be having satisfying recommendations

7th pay commission is going to submit its report on 20th November 2015 and 15 % hike is recommended

Report from news circle says that 7th pay commission is going to submit its report on 20th November 2015 and 15 % hike is recommended

After submission , it is believed that the outcome of 7th cpc recommendation will be unexpected and disappointment for bapus as Central Government deliberately influenced the Pay commission to be cautious about upward revision of pay and allowances of govt servants.

When the commission itself was ready to submit the report in stipulated time initially, the Central government gave four months extension upto December 2015.

The reason cited by Federation leaders for the extension was ‘ NDA government didn’t want to put itself in a mess before Bihar Election, because the Recommendation will not fulfil the expectation of Govt servants. The NDA government felt that disappointed central government employees may protest over 7th pay commission recommendation if it does not meet their expectation which , it felt, may reflect in Election Results. So the Central Government decided to postpone the date of submission of the report after the Bihar election.

But unexpectedly the NDA has failed to yield fruitful results in Bihar election. Now opposite parties found the reason to be united against the NDA Government, since the election result gave them faith and beleif to over power the NDA in coming elections.’

Further they added, “The winter session of Parliament going to start from 26 November 2015, opposite parties waiting to stall the proceedings of Parliament based on handful of sensitive issues which will be a bitter experience for NDA government.

So submission of 7th pay commission report before the winter session of parliament may help the govt to divert the attention of media and public from the sensitive issues”.

The Pay Commission, if it followed the methods adopted by previous pay commissions to compute the increase to be recommended for revision of pay and allowances of government servants, minimum 40% increase can be recommended.

But According to the Medium-Term Expenditure Framework Statement tabled by Finance Minister Arun Jaitley in Parliament said

“The salary outgo of central government employees will go up by 9.56 per cent to Rs 1,00,619 crore in current fiscal.
The pace will increase further in 2016-17 at 15.79 per cent to Rs 1.16 lakh crore with the likely implementation of the 7th Pay Commission award”

So there are two possibilities for calculating Fitment Formula

Protests demanding - Seventh Pay Commission recommendations

Protests demanding the implementation of the 7th Pay Commission recommendations

The members of the Pudhucherry government employees associations have been making various demands, including the implementation of the 7th Pay Commission recommendations, the bringing back the former pension scheme, filling up the vacancies, and constituting the Redressal forums. They had announced that they would take leave of absence for a day and protest at the Chief Secretariat, demanding the implementation of their 34-point charter.

The employees assembled near the Pudhucherry General Post Office on Wednesday. They then took out a procession to the Chief Secretariat. Despite the fact that the police did not permit it, the procession began.

The procession was conducted by Sitaraman, the president of the government employees union. Honourary president Balamohanan led the procession. Office-bearers, including Premdasan, Christopher, Pughazendhi, and Namasivayam, participated in the procession.

The police tried to stop the procession when it reached Rangapillai Street-Ambur Road junction, but the members tried to continue. This led to heated arguments and tussles between the employees and the policemen. When the situation worsened, the employees squatted in the middle of the road, condemning the actions of the cops. This disrupted the traffic on the road. Finally, the representatives of the employees union and the police officers began to negotiate.

Eventually, the police permitted the protesters to continue with their procession for a distance. When the members reached the Ambalathadaiyar Mutt Road–Ambur Junction, they were arrested by the police.

220 people were arrested and released after some time.

7th Pay Commission is finding out if there are possibilities for differently-abled and women employees of the Central Government to work from home

7th Pay Commission likely to recommend work-from-home options for physically handicapped, women employees

“The 7th Pay Commission is finding out if there are possibilities for differently-abled and women employees of the Central Government to work from home.”

According to sources, the 7th Pay Commission has sought for the opinion of the Department of Information and Technology regarding this option. The 7th Pay Commission has asked to study the possibilities of differently-abled and women workers to perform simple and specialized tasks from home and stay connected via the internet and other telecommunication tools.

The 7th Pay Commission has asked the Department of Information and Technology to identify such jobs for the less than 10,000 differently-abled workers who are currently employed by the Central Government.

Sources also say that Flexi-time Working Hours options are being considered for the more than 3.5 lakh women who are employed by the Central Government.

Since it is impossible for both these segments of workers to work during night shifts, the 7th Pay Commission is looking for options to employ them in specialized monetary and supervisory works which could be performed from home. It is being said that the step will be of tremendous relief for employees who have to travel long distance to reach their offices, and for the employees who work in congested offices.

It can be inferred that the 7th Pay Commission is particular about giving priority to women and differently-abled workers. Sources say that the 7th Pay Commission believes that greater productivity could be expected from them.

It is a well-known fact that telecommuting and work-from-hope options have become very popular in the private sectors and highly specialized tasks are sometimes performed this way. The 7th Pay Commission wants to bring in this work culture to the Central Government jobs too.

Meanwhile, news and updates about the 7th Pay Commission continue to flow into the news media. The Commission is very likely to submit its report to the Government by the end of December. Sources say that the final stage of preparing the report is now on.

Speculations about 35 percent salary hike, increasing the minimum pay to Rs.21,000, 4 MACP promotions, modernizing the CGHS medical facilities, and most importantly, about the retirement age, continue to surface. Readers are requested to not believe in any of them because all of them are mere figments of the writers’ imagination.

7th Pay Commission proposes to increase HRA of Central Government Employees

7th Pay Commission proposes to increase House Rent Allowance of Central Government employees

Seventh Pay Commission To Propose Higher HRA

New Delhi: The Seventh Pay Commission is likely to propose to increase House Rent Allowance (HRA) of central government employees, besides their basic salaries.

By giving House Rent Allowance hikes, the Pay Commission is likely to seek to encourage property owners to rent out their properties, reduce the shortage of dwellings and to provide ‘housing for all central government employees’.

Besides the basic salary, a large portion of central government employees’ salary is the House Rent Allowance; some changes will be made in that category this time.

Instead of the existing three areas for house rent, four are likely to be created. ‘X’ class cities Ahmedabad, Bangalore, Chennai, Delhi, Hyderabad, Kolkata, Mumbai and Pune, where employees will get 40 percent of their basic salary as House Rent Allowance (HRA), increasing from the existing 30 percent.

Employees posted at ‘Y’ class cities covers near about 90 stations, will receive 30 percent of basic salary, instead of the existing 20 percent.

A new area will be opened for the district towns; the central government employees will get 20 percent of their basic salary as House Rent Allowance (HRA) there.

In other areas, the house rent allowance will be 10 percent of basic, which is the existing rate of House Rent Allowance (HRA) of ‘Z’ class cities.

The existing qualifying threshold of population for HRA classification is 50 lakh and above for X, 5-50 lakh for Y and below 5 lakh for Z class cities.

However, the central government’s salary bill will rise by 9.56% to Rs 1,00,619 crore with the implementation of the recommendations of the Seventh Pay Commission, according to a statement tabled in Parliament by Union Finance Minister Arun Jaitley on August 12.

Justice Shri Ashok Kumar Mathur,
Chairman,
Seventh Central Pay Commission,
New Delhi.

Dear Sir,

Sub: Parity between Past and Future Pensioners

While urging for parity in Pension; for past and future pensioners before the Seventh Central Pay Commission, Staff Side, National Council/JCM vide Chapter-IV, Para 4.1 submitted as follow:-

“The Government have recently announced that “One Pension’ shall be implemented in respect of Armed Forces so that the glaring disparity between the persons of equivalent rank and status do not draw vastly unequal pensions if they retire at different point of time is undone. Already there is a complete parity in pension among the Judges of Supreme Court, High Court and the Comptroller and Auditor General of India, irrespective of the date of their retirement”. Now the Government of India has accepted the demand for ‘One Rank One Pension’ in respect of Armed forces.

The detailed justification for the same has already been submitted in our aforesaid Memorandum, as well as during our Oral Evidence before the Central Pay Commission.

The Civilian employees of Central Government have been waiting anxiously for implementation of the same equally for them and hope that the Seventh Central Pay Commission would administer Justice by recommending “One Rank One Pension’ to all other past and future pensioners irrespective of their date of retirement and remove the injustice done to them so long.

Yours faithfully,

(Shiva Gopal Mishra)

CG Employees demand of date of effect from Jan 2014 is fully justified.

Central Government Employees demand of date of effect from Jan 2014 is fully justified.

Comrades,
Now the Government has announced the One Rank One Pension Scheme for Defence veterans. Its Highlights are as follows.

The benefit will be given with effect from 1st July, 2014. Arrears will be paid in four half-yearly instalments. All widows, including war widows, will be paid arrears in one instalment.
To begin with, OROP would be fixed on the basis of calendar year 2013. Pension will be re-fixed for all pensioners retiring in the same rank and with the same length of service as the average of minimum and maximum pension in 2013. Those drawing pensions above the average will be protected.

In future, the pension would be re-fixed every 5 years.

Now we should expect the 7th CPC report to be submitted in next three months( after Bihar Elections)

Now the Defence veterans are now having five years wage revision. The government has allowed Central Public Sector units to revise wages of all non-executive employees every five years instead of 10 years. Bank employees are having five years wage revision.

Why not Central Government employees have the same five years wage revision provided to others and have a permanent wage review body. Now our demand of Central Government employees by the staff side JCM for date of effect from Jan 2014 is fully justified by Government issuing orders for others for five years wage revision as in case of Defence veterans, Bank employees and Central Public Sector.

Comradely yours

Central Government to incur additional expenses due to 7th Pay Commission

Government to incur additional expenses due to 7th Pay Commission : Pay and Allowances of Central Government employees will increase one lakh crore in the current financial year and also projected to increase further due to recommendations of 7th Pay Commission.

“Salary is a big question for even profit-minded private concerns. It is therefore not surprising that the employees of service-oriented Central Government departments are so obsessed about their pays and allowances. For a few central and state government organizations that rake in huge profits, salaries and allowances to their employees is no big issue.”

A report on the spending habits of the middle class was presented in the Parliament yesterday. According to the report presented by the Minister of Finance, Arun Jaitley, “the salary given to Central Government employees in the current financial year will exceed Rs.1 lakh crore.” The amount is expected to rise further after the implementation of the recommendations of the 7th Pay Commission. This could lead to a financial crunch.

According to estimates, there could be an increase of 9.56 percent in the salary allocation for Central Government employees, to Rs.1 lakh 619 crores. In the Financial Year 2016-17, after the implementations of the 7th Pay Commission’s recommendations, it is very likely to increase to 15.79 percent and touch Rs.1.16 lakh crores. During the Financial Year 2017-18, it will further rise to Rs.1.28 lakh crores. Funds for pensioners will increase to Rs.88,521 crores this financial year. During the Financial Year 2016-17, it is expected to be 1.02 lakh crores. By the Financial Year 2017-18, it would be Rs.1.12 lakh crores.

7th Pay Commission is expected to submit its final report including the revised pay and pension structure for Central Government employees and pensioners to the Central Government on in the last week of September.

If everything goes as planned, the 7th Pay Commission recommendations will come into effect from 01.01.2016 onwards.

Meanwhile, there is no doubt in the fact that employees are extremely curious to find out how much their salaries would increase if the new Pay Commission recommendations are implemented.

7th Pay Commission contemplates to recommend the Compensatory City allowance again ( HRA and Transport allowance)

7th Pay Commission contemplates to recommend the Compensatory City allowance again

Sources said that the 7th CPC may recommend the Compensatory City allowance in its report for Central Govt employees. Upto 5th Pay Commisson, CCA has been granted to all CG Employees and we all know that the 6th CPC has abolished. The NC JCM Staff Side strongly suggested in its memorandum to introduce again the CCA to submitted to 7th Pay Commission earlier. The unconfirmed sources said, the CCA will come with two criteria as granting in the 5th CPC.

The Compensatory City allowance has been granted to Central Government employees since the First Central Pay Commission. This allowance was sanctioned to compensate for the high cost of living in bigger cities classified as such for grant of house rent allowance. Upto 3rd CPC it used to
be certain percentage of pay for different pay ranges and different classified towns. The 4th and 5th CPC, however, recommended lump sum amounts as CCA. 5th CPC in para 106.10 (Pge 1582) of their report has commented that :

“We also do not support the demand for making CCA a percentage of basic pay because this amounts to admitting a firm and casual relationship between CCA and income.”

When it is admitted that CCA is essentially an allowance given to offset the imperfection in Dearness allowance as a measure of relative expensiveness of classified Cities, it really becomes an additional DA. When the DA is at a percentage of Pay, how can CCA not be fixed as a percentage of pay. The basis on which the lumpsum amount of CCA was recommended by the 4th and 5th CPCs had also not been disclosed and therefore, it appears to be an arbitrary decision.

The 6th CPC on the other hand recognised that the only two factors viz. accommodation and transportation contribute to high cost of living in classified towns. They, recommended the revised HRA and Transport allowance to adequately compensate for relative expensiveness of the classified cities. In view of that contention, they stated that the CCA stands subsumed in Transport allowance. We are unable to agree with the idea of subsuming CCA in Transport allowance as recommended by the 6th CPC on the consideration that the relative expensiveness in bigger cities is only on account of problems of accommodation and transportation. There are various other factors due to which the expensiveness of a particular city either increases or decreases. CCA was a component in determination of overtime allowance prior to the implementation of the 6th CPC recommendations. By allowing this to be subsumed in the transport allowance, it became difficult to factor the CCA component in the computation of over time allowance.

For these reasons, we propose the Commission to recommend the following rates of City Compensatory allowance

Pay Commission report to be filed by late June

Pay Commission report to be filed by late June

Even as tenure of the State Pay Commission is drawing to a close on June 30, the Commission is keeping itself on its toes to submit the report in time. The date has not been finalised yet in view of the impending by-election in Aruvikkara.
Since the Commission, headed by Justice C.N. Ramachandran Nair, was unable to take decisions on certain crucial issues, the report carries only recommendations on pay scale and pension of the employees.

The members of the commission had earlier sought to extend the deadline to include recommendations covering all the issues. However, the Justice Ramachandran, and other members of the Commission, K.V. Thomas and T.V. George reached a consensus to file the report in time.

BPMS proposed general pay scale submissed to 7th Pay Commission

BPMS proposed general pay scale submissed to 7th Pay Commission

Proposed General Pay Structure
BPMS proposed the following revised pay structure on the basis of logic as follows:

On the recommendation of Sixth CPC various pay scales of erstwhile Group ‘D’ & Group ‘B’ employees were merged and upgraded but none of the pay scales of Group ‘C’ were merged and upgraded. Hence, we demand that there should be only 03 grade pay each in PB-1 & PB-2 by merging/upgrading
as under:-
Rs. 1900 & Rs. 2000 Merged & Upgraded to Rs. 2400

Rs. 2400 & Rs. 2800 Merged to Rs. 2800

Rs. 4600 & Rs. 4800 Merged to Rs. 4800

The minimum-maximum ratio has been fixed at 1:7

Only Three Pay Bands have been proposed since consequent upon abolition of Group “D” Posts, there now remains only 3 Groups viz : C, B, and A. PB-I is for Group “C”, PB-II is for Group “B” and PB-III is for Group “A”.

A large span has been kept in PB-III to ensure financial movement to HAG slot of Officers who otherwise do not find promotional space in the slot.

7th Pay Commission recommendations likely this year : Jaitley

Friday, April 24, 2015, New Delhi: The recommendations of the 7th Pay Commission on pay revision of the central government employees is expected to be submitted to the government this year, the Lok Sabha was today informed. [View: Central government is gearing up for 7th Pay Commission]

Responding to a supplementary, Finance Minister Arun Jaitley said, ”Additional Tencent revenue share for the state being provided by the Centre from this year and the recommendations of the pay commission- that are expected to be made this year-are bound to put additional burden on the fiscal situation.”
“Keeping this in mind, we have opted to extend the deadline from two to three years for attaining the targeted mark of fiscal budgetary deficit,” he said.

Presently, the government’s annual income is around Rs 11.5 lakh crore against the expenditure of around Rs 17.5 lakh crore leaving a budgetary deficit of about Rs 5 lakh crore.

Till date central govemment has notified six pay commissions before notifying seventh in February 2014. First central pay commission was notified in 1946, Second CPC in 1957, Third CPC in 1970, Fourth CPC in 1983, Fifth in 1994 and sixth in 2006.

Report of sixth pay commission was implemented w.e.f. 01.01.2006.

The UPA government formed the Seventh Pay Commission on 28 February 2014 under chairman justice Ashok Kumar Mathur with a timeline of 18 months to make its recommendations. According to present position, the commission will take at least 20-24 months.

However, the Sixth Pay Commission had submitted its report within 18 months.

As a result of the recommendations of the Sixth Pay Commission, pay and allowances of the central
government employees more than doubled as per Fourteenth Finance Commission estimates. [View: Pay Commission be designated as ‘Pay and Productivity Commission': 14th Finance Commission]

As such, thecentral government employees are expected to get 100 percent salary hike under the recommendations of the Seventh Pay Commission. Issues like inflation, the govemment’s financial
position and salary structure of government employees in other countries would also be considered as parts of pay panel recommendations.

The Fourteenth Finance Commission asked the pay panel to link the pay with productivity, which will be the biggest hurdle for central government employees to be got over to get salary hike.

It is interesting to note that the earlier governments never accepted to link the pay with productivity.
