Sadar Namaskar
I hope this letter will find to all of you in good health and high spirit and busy in accelerating trade union activities. The meeting of office bearers of BPMS was conducted on dated: 11th and 12th February, 2016. In this meeting the recommendations of 7th CPC was discussed specially. As all of you know that 7th CPC submitted its recommendations to Honorable Finance Minister of Govt. of India on 19.11.2015. Recommendations of Overtime Allowance (OTA) in 7th Pay Commission

Recommendations of Overtime Allowance (OTA) in 7th Pay Commission

7th CPC allowed Overtime Allowance (OTA) to continue in Industrial Establishments of Defence and Railway

Overtime Allowance (OTA) is granted to government employees for performing duties beyond the designated working hours.

Presently, OTA is paid in several ministries/ departments, up to a certain level, at varying rates.

Though the III, IV V and VI Pay commission recommended to abolish the Over time allowance except where it is a statutory requirement, it was continued in some departments even when it is not a statutory requirement.

But JCM-Staff Side has demanded that OTA should be paid to all government employees who are asked to work beyond office hours, on the basis of actual Pay, DA and Transport Allowance.

The commission obseved that 90% of total expenditure on Over time allowance is spent in Defence and Railway. So the recommendation on Over Time Allowance is expected very much by the employees of these two Ministries

The 7th pay commission suggested in its recommendation that

“…..government offices need to increase productivity and efficiency, and recommends that OTA should be abolished (except for operational staff and industrial employees who are governed by statutory provisions), at the same time it is also recommended that in case the government decides to continue with OTA for those categories of staff for which it is not a statutory requirement, then the rates of OTA for such staff should be increased by 50 percent from their current levels”.

A stricter control on OTA expenditure is also suggested

So the employees of Ministry of Railways and Defence breathed sigh of relief as the Pay commission recommended to continue the Over time allowance.

7. Remove the arbitrary ceiling on compassionate appointments.
8. No labour reforms which are inimical to the interest of the workers.
9. Remove the Bonus ceiling;
10. Ensure five promotions in the service career.

There is a possibility of 7th CPC to submit its report on 20th November 2015 or 23rd November 2015 , but the report will not be to your expectations, The minimum wage taking into prices published by the Government of India shall come to Rs 26,000/-, considering the existing retail prices the minimum wages works out to Rs 28,000/- and fitment formula shall works out to 4.00 , but the minimum wage may be around Rs 21,000/ against the justified demand of Rs 28,000/- the fitment formula may be from 2.86 to 3.15 , also many other important demands of five promotion policy, Increment rate increase, retirement issues, pension issues etc.

We have to wait and watch the 7th CPC report will the 7th CPC accept the staff side demands or not.

We should not let down our struggle path I once again request one and all to participate in the All India protest day on 19th November 2015 at all places including the districts and send me the photos of protest meeting to publish on COC Karnataka website and this will send information to the Central Government on our demands.

Removal of Grade Pay System in 7th Pay Commission – A detailed report

Removal of Grade Pay System in 7th Pay Commission – A detailed report

Will the removal of Grade Pay System by the 7th Pay Commission help Central Government employees? – This is the topic of this article.

“Unconfirmed reports say that the 7th Pay Commission is very likely to recommend the abolishing of the Grade Pay System introduced by the 6th Pay Commission.”

Not only the Government, but the Central Government employees too are hoping and wishing that the 7th Pay Commission functions independently, free from interventions. The report of the previous Pay Commissions will guide for determining the revision of pay scale and pay bands, allowances, retirement benefits and other facilities/benefits of more than 50 lakh employees. The Pay Commission also considers the recommendations, suggestions and inputs gathered from employees all over the country and presented as memorandums by federations like the NC JCM and the Confederation.

There is no rule that the new Pay Commission has to follow the same methodology and determination followed by the previous Pay Commissions. Therefore, one cannot state for sure that the 7th Pay Commission will tow the guidelines issued by the 6th or the 5th Pay Commission while deciding the new pay scale and pay bands.

One has to keep in mind the fact that the 6th Pay Commission was radically different from the recommendations and guidelines issued by the 5th Pay Commission. One has to also remember that a number of industry experts, who predicted the recommendations of the 6th Pay Commission based on the trends of the previous Pay Commission, were proved completely wrong.

If one Pay Commission has the right to recommend the splitting of the Pay Scale into two, the next Pay Commission has all the powers to completely abolish the system. But, this is not the issue!

Will the Central Government employees benefit by the removal of the Grade Pay system? This is the question now.

It will definitely be beneficial. Here are the reasons why.

It is unacceptable that a promotion, which comes after waiting for many years, brings with it an increment of just Rs.100.

None has until now accepted the splitting of the promotional hierarchy, which had been followed for years, into two.

The anomalies that prevailed due to the ‘Grade Pay Hierarchy’ which was introduced under the MACP promotional system, still remain unresolved.

When the discussions and debates on MACP system continued to grow unabated during the NC JCM Anomaly Committee meeting, it was decided that a separate meeting ought to be held to analyze this issue.

Most of the individual requests from the Central Government employees this time are about the MACP promotional system. The reason is the Grade Pay structure introduced by the 6th Pay Commission.

And also can list out many reasons to abolish the Grade Pay System.

Readers’ concerns of false news about 7th pay commission recommendation

A Readers’ concerns of false news about 7th pay commission recommendation

One of our readers Shri.Jai Kishan Desais‘ concerns of false News items posted in media recently about 7th pay commission recommendations is given below..

“….The Central Government employees are fed up with the false news items that keep coming about 7th Pay Commission which are published in Dailies and blogs and in Social Media recently. Baseless Predictions, groundless assumptions, imaginary calculators, truth less articles and to this extreme… Dubious Projects are also being published about 7th Pay commission recommendation

What is the reason behind these false report keep coming in News Media and Blogs? What is the intention which prompt them to publish these rubbish articles regarding 7th pay commission in their websites?

The intention behind publishing these article is not to give the correct information to central government employees but promoting their websites using the trending news and key words. Among central government employees the attracting word now is 7th pay commission, 7th pay commission pay scale and date of submission of 7th pay commission report.

Recently the articles which have been published in some leading news websites showed their lack of knowledge in the matters of service condition of central government employees and 7th pay commission.

The main focus of these articles are attracting people to their website and to increase the ranking in search results. Merely promoting their websites in search results, they started publishing articles which has no value and bearing misleading facts. The same old story repeated in every articles published

Recently many articles, which are published in websites about the recommendation of 7th pay commission, are nothing more than gimmicks. One article posted in a blog says ….

Submission date of 7th Pay Commission Report to the Central Government – Review by karnatakacoc

Submission date of 7th Pay Commission Report to Central Government – Review by COC Karnataka

7th CPC report submission date.

Comrades,
There are lot of enquiries about the 7th CPC report submission. Let us examine the following facts.

1) The 7th CPC had issued following statement in July 2015 in its website http://7cpc.india.gov.in/ . Even today the same status is existing.

“Further to the memoranda received from a variety of Organisations, Federations, Groups representing civil employees in the Government of India as also from the Defence Services, the Commission has had fruitful and wide ranging discussions on relevant issues with all stakeholders. Such interactions have now been concluded. Valuable inputs have been received and the work of compilation and finalization of the report is underway, so that the Commission completes its task in the time frame given to it. Accordingly, any future requests for meeting with the Commission will not be entertained.”

This shows clearly that the 7th CPC wanted to present its report on 28th August 2015 itself with no extension of time.

2) On August 7, 2015 National Council (Staff Side) Secretary Comrade Shiva Gopal Mishraji met the Chairman, Seventh Central Pay Commission, Shri Ashok Kumar Mathur and Secretary, Mrs. Meena Agarwal. It was assumed that the report of the VII CPC, as was promised for 28th August this year, may be delayed by one month.

This shows that the 7th CPC was delayed only one month.

3) Many news papers including Danik Bhaskar, Times of India, NDTV CNN IBN, Hindu etc had reported that the 7th CPC will be submitting its report on 30th September 2015 itself.

4) The 7th CPC chairman had informed in a PTI interview Justice Ashok Kumar Mathurji had stated that “The Commission will submit its report by the end of September,”

5) The Hon’able Finance Minister had also informed the 7th CPC report will be submitted shortly.

6) The 7th Pay Commission has asked for a two month extension from the government. That the Commission is hoping that the government would take a call on One Rank One Pension, so they could modulate their own formulation in terms of pay revision. Now the one rank one pension issue has been resolved, but the formal orders are not issued, it will be issued only next month. After the issue of the ORBP orders then 7th Pay Commission will submit its report.

7) Now four month extension of term of 7th Central Pay Commission is made the Union Cabinet chaired by the Hon’able Prime Minister, gave its approval for the extension of the term of the 7th Central Pay Commission by four months up to 31.12.2015. The Government had issued notification on 8th September “The Commission will make its recommendations by 31st December, 2015. It may consider, if necessary, sending reports on any of the matters as and when the recommendations are finalized.”

8) Now the delay in submission of report and its implementation will be there and actual benefit of 7th CPC will occur only from April 2016. As Government will constitute its own committee to study the implementation of the 7th CPC report and issuing orders. It will benefit the Government as allowances effective date may be from April 2016 instead of January 2016.

9) When will the 7th CPC submit its report? There are three possibilities now on submission date.

a) If the 7th CPC feels that the assigned work has been completed it can submit its report any time, it’s only up to the 7th CPC and the Central Government. If the 7th CPC report is completed and ready for release as per paper reports then in these case the 7th CPC can directly submit its report to the Finance Ministry on 30th September without publishing the report in public due to Bihar elections. If election commission gives clearance then the 7th CPC report will be made public.

b) There is one more possibility is that the 7th CPC report will be submitted after Bihar elections ie after November 6th.

c) Last option is that report will be submitted only in December 2015 only.
We sincerely hope the 7th CPC report will be submitted at the earliest and the Central Government will implement the report at the earliest, so that the aspiration of the Central Government employees are taken care by the Central Government.

Comradely yours

Highlights of 7th Pay Commission Report Spreads on Social Media and Leading Websites

Highlights of 7th Pay Commission Report Spreads on Social Media and Leading Websites

Rumors on 7th Pay Commission Report – Highlights of the report spreads on Social Media and Leading Websites

Photograph of 7th Pay Commission’s Document Spreads like Wildfire on Social Media

“A copy of one of the important letter pertaining to the 7th Pay Commission surfaced in the social media yesterday.”

A crucial document containing the signatures of four members, including the chairman and secretary of the 7th Pay Commission was released on the Social Media, creating a buzz. The document, titled “Report of Seventh Central Pay Commission Highlights” contained the seal of the Central Government, stated that it would be submitted on September 1, 2015. The report showed three pages of the document. At the end of it, there were signatures, along with names and designations of four members of the Pay Commission, including the chairman and secretary.

The document also contained the recommendations of Revised Pay Scale Structure for all groups of Central Government employees. In addition to abolishing the Grade Pay Structure, the new minimum pay scale has been fixed at Rs.21,200. There is also indicated to provide a six percent annual increment.

There is brief information on HRA, CEA, Pay Fixation and Increment. There is no information about the person/s who had released the document. Most importantly, the information provided in the document is hard to believe.

The 7th Pay Commission was all set to submit its report to the Central Government towards the end of September, but the Centre has given it an extension of four more months. According to the government, the decision was made after the committee requested for additional time to prepare the final report.

For the past few weeks, the curiosity of Central Government employees about the recommendations of the 7th Pay Commission has increased. This is reflected by the increased searches on the internet for any information on the new Pay Commission. They are eagerly reading up all kinds of reports, analysis, and comments on the recommendations of the 7th Pay Commission on topics like new pay scale, promotions, and revised allowances. They are also expressing their opinions on such articles.

There is nothing wrong in writing articles about the 7th Pay Commission based on personal opinions and aspirations. But, there is nothing funny about producing a fake document and releasing it on the internet.

An analysis of extending the term of 7th Pay Commission – GServants

An analysis of extending the term of 7th Pay Commission – GServants

Pros and Cons of extending the term of 7th Pay Commission

Recently the central government announced the extension of term of 7th pay commission by four months till 31st December 2015. By the time there were news started coming about seventh Pay Commission that it would ask one month extension to submit the report, Unexpectedly the central government itself granted four month extension to 7th central pay commission in its Cabinet Meeting held on 26th August 2015

One day before the announcement made by central government on granting extension to the pay commission, according to PTI news report, Justice A.K.Mathur, Chairman, 7th Pay Commission, said that by the end of September 2015 the Pay commission report would be submitted to the government.

Why the central government granted four month extension when the commission itself if asked one month time?

What will happen if the 7th pay commission submits its reports on 31st December 2015?

Before to answer that, It will be very useful to know that what happened in sixth pay commission, after submission of report and how much time it took to get announced the implementation of pay commission recommendation.

·         The Sixth Central Pay commission was set up by Union Cabinet of India on 5th October 2006. The Commission, headed by Justice B.N.Srikrishna.The Other members of the commission were Prof. Ravindra Dholakia, Mr. J.S.Mathur and Member-Secretary Ms Sushama Nath, IAS.
·
The Pay Commission submitted its report to Finance Minister P. Chidambaram on 24 March 2008.
·
The United Progressive Alliance (UPA) Government headed by Manmohan Singh, approved the Sixth Pay commission recommendations with some modifications. In the cabinet meeting held on 14th August 2008, the Union Cabinet headed by Manmohan Singh gave its approval for implementation of the recommendations of the Sixth Central Pay Commission.
·
It was announced that the revised pay scales will come into effect from 1/1/2006 and revised rates of allowances from 1/9/2008.

From the above reference it is known that after submission of report it will take six month time to get its approval from Central Government for implementation of pay commission recommendation.

The decision of extending the term of seventh pay commission could be a major blow to central government employees by the way as follows

1. The 7th pay commission has been made to submit its report on 31st December 2015. The stipulated time is extended as 22 Months instead of 18 months for 7th pay commission to submit its report

2. As the central government would like to ground upon the Precedents and it will take six month time from the date of submission of report to announce its approval for implementation of 7th pay commission recommendations

3. So the Cabinet approval for implementation of 7th pay commission recommendation will be granted by the Month of June 2016

4. Only the Revised Pay Scale will come into effect from 1.1.2016

5. The revised rate of allowances will come into effect from prospective date that is with effect from the day of Order is issued.

6. So the central Government employees will be losing the benefit of revised rate of allowances for the period of six months , which they supposed to get from 1.1.2016, provided the order for implementation of 7th pay commission will be issued on 1.7.2016.

7TH CPC may submit its report before 30.9.2015 – DREU

7th Pay Commission may submit its report before 30.9.2015 – DREU

Can We Expect 7th CPC Recommendations soon?

7th CPC may not delay its submission

Though Central Government decided to extend 4 months life of Pay Commission, it appears that it was in the background of negotiations with Armed Forces Veterans for referring OROP issue to CPC. Now in the background of across the table settlement of OROP, Govt too not issued any orders for time extn. CPC Chairman was averse to delaying his report. Comrade R.Elangovan DREU Working President analyses the situation nicely about possibilities of submission before 39.09.2015. I do agree with this assessment. More over the postponement of SCOVA meeting scheduled in September also indicates the probability of submission by end of September. I am reproducing Elangovan’s note for all to study! – KR GS AIPRPA

7TH CENTRAL PAY COMMISSION MAY SUBMIT ITS REPORT BEFORE 30TH SEPTEMBER 2015

Sri A.K. MATHUR,chairman , 7th cpc told the press on 24th August that he will submit his report before 30th September.
2. Cabinet decided on 26th September to extend the tenure of 7th cpc up to 31-12-2015 which raised the suspicion that the submission of the report may be delayed.

3. But so far, until today, the finance ministry has not issued the extension order by notification.

4. The cabinet decision for extension was taken in the context of one rank one pension issue. The government wanted to refer the issue to 7th cpc. But the veterans did not agree to the suggestion. Now the issue has been settled outside the 7th cpc. Hence the need for the extension becomes unwarranted. It is why i think the finance ministry has not issued the extension order and the term as of now has ended on 27th August. 7th cpc website also has not posted any extension of their tenure as no order exists for that.

5. Now cabinet has taken early decision on 1st july 2015 da so that the 7th cpc can include this da to evolve the formula for revision on 1-1-2016. You are aware that there will be no da on 1-1-2016 either of 6th cpc or of 7th cpc.

6. Government also has indicated the amount what is feasible and desirable to them through Arun jaitely’s medium term expenditure framework statement by suggesting an increase of about Rs 15000 crores which will be 25% of the basic pay. Even for 40% Rs 24000 cr is needed. Our demand is for 152% more over the existing 219%.Any increase can be possible out of the united struggle.Seriously prepare for the united struggle.

7. Under these circumstances i presume the 7th cpc may submit its report before or on 30th September 2015.

R.ELANGOVAN,

10-9-2015 WORKING PRESIDENT, DREU

7th CPC - Regularisation of Retirement Age

7th Central Pay Commission – Regularisation of Retirement Age?

As the recommendation and implementation of the 7th Central Pay Commission is eagerly awaited by the central government employees, some points in the recommendations are slightly leaking in..It may not be authentically correct.

According to information from various sources, the Pay Commission may fix the minimum basic pay at Rs. 15000/- and it is assumed that a huge increase in the salaries of the employees cannot be expected. The term of the commission was extended for four months and they are in full swing giving final touches to the report to be submitted to the central government by the end of December 2015.

One more recommendation which is said to be an important one, is the regularisation of retirement age for the Central Government Employees. The Commission may recommend that an employee should retire after completing 33 years of service or at the age of 60 whichever comes first. For instance, if an employee joins a central government establishment at the age of 23, his retirement age will be 56. If this recommendation is true, it will definitely create panic among the employees and it will not be a wise decision by the pay commission. All Federations and Associations will strongly oppose these type of recommendations…

The 6th CPC had brought various changes in the Pay Structures and introduced Grade Pay. There was a moderate increase in the Basic Pay, House Rent Allowance and re-imbursement of tuition fees was also introduced. The minimum basic pay was Rs.5200+Grade Pay 1800=Rs. 7000/- while it was Rs. 2650/- in the 5th CPC.

Further, it is also said that, the 7th CPC may abolish the 6th CPC’s Pay Scales and may bring back the old pay scales. The overall increase in the Pay Scale will be around 15% to 20%…

Let us wait and see for the ultimate results…!

Cabinet Agrees to Give 4 Months Extension to 7th Pay Commission

“The cabinet has consented to give four more months for the 7th Pay Commission to submit its report.”

Following the request from the 7th Central Pay Commission, the cabinet has given an additional four months’ grace time, according to a government release.

The 7th Pay Commission was constituted on 28.02.2014 by the centre. The 18 months’ time given to the Commission ends today. The Commission has stated that there is excess of pending workload to prepare final report and that they want to intensive consultation with stakeholders. Hence, the cabinet gave a nod to extend the time until December for the Commission to carry out its work.

As a result of this new development, the Commission will submit its report in January 2016.

Rumours and unconfirmed news about this began to circulate since Monday. The meeting of the defence minister and the finance minister with the prime minister held in the week begining onwards. And the Pay Commission’s chairman’s interaction with the prime minister – all these activities led to a lot of speculations.

There were talks that the Prime Minister’s Office was getting ready to make some important announcements regarding the One Rank One Pension scheme.

Until last month, employees were confident that the 7th Pay Commission will submit its report on time. This belief was further strengthened by a series of incidents that took place. Employees are extremely disappointed to hear this announcement.

And, Central Government employees are now wondering what the real reason could be for the sudden delay..!

7th Pay Commission, as seen by the economists and Analysts

7th Pay Commission, as seen by the economists

“All the Economists and Analysts, and not just in India, is discussing the 7th Pay Commission.”

Last week, Neelkanth Mishra of Credit Suisse said that there are chances of 40% increase in salary. He also remarked that post-7th Pay Commission, the financial status of Central Government employees will grow high enough to afford a car.

Yesterday, an article in the International Business Times analyzed the role of the Pay Commission in the economic development of India. The article had expressed an estimate on how substantial the hike in salaries would be following the 7th Pay Commission recommendations. Bank of America has estimated a 15% hike in the salary; Religare fixes the hike at between 28 to 30%, and Credit Suisse has marked it as 40%.

Since the Pay Commission has a huge influence on the country’s economic development, financial experts are keenly observing the 7th Pay Commission. This is why everybody is curious to know what the recommendations have in store for the country.

According to the article, the 6th Pay Commission gave a hike of 35% and more than 30 months arrears to the employees. As a result, the robust demand for consumer discretionary products that resulted in sustained stock performance over 3-5 years.

The report will directly impact 50 lakh Central Government employees (including 15 lakh armed forces personnel), and more than 1 crore state government employees. Also, the report would affect more than 30 lakh pensioners. The Bank of America estimates the salary hike to be at 15% and analyst expectes it to be the range of 15to 40%.

The article made it clear that the 6th Pay Commission gave the kind of economic growth among Central Government employees that was not seen in the past 50 years.

The big question justify now is – will the 7th Pay Commission give 35% hike, like the 6th Pay Commission did?

Central Government Employees : 30% salary hike confirmed in 7th Pay Commission

30% salary hike confirmed in 7th Pay Commission for CG Employees

“The wages of public sector bank employees are revised once every five years. The recent 10th Bipartite wage agreement gave them an increase of 15%.”

United Forum of Bank Unions (UFBU) had initially put forth a demand of 21% wage hike. It was only after an extensive series of negotiations that the Indian Bank Association agreed to settle for 15%.

For Central Government Employees, once every ten years, a high level committee is constituted by Central Government to revise the pay and allowances. The commission will examine pay structure, concessions and facilities/benefits as well as retirement benefits of Central Staff based on Terms of reference given to them. The Commission has to submit its recommendations within 18 months of the date of its constitution.

All the employees’ Trade unions, Associations and Federations are given a chance to meet the committee and present their demands and expectations in the form of memorandums. All these stages have been completed. The pay commission is expected to submit its report to the central government this month.

The prime question which comes naturally in every oneís mind is ñ how much increase the Central Government employees will get?

In our point of view, all Central employees can surely get a uniform 30% increase in salaries with effect from 01.01.2016, irrespective of ranks and length of service.

Let us assume that an employee who had been recruited after the implementation of the 6th Pay Commission, draws a salary of, on an average, Rs.30,000, including all allowances. Then, after the implementation of 7th Pay Commission, his salary will increase by 30%, and be Rs.39,000.

Everybody, including the NC JCM and the news websites, is expecting maximum hike. That is entirely their discretion. They would have a reason too – simple reason is ‘if you want to get what you want then you should ask more than thatí. They are hoping for a 60% to 70% increase’.

This is where most misconceptions occur. Even English newspapers are no exceptions, and have misquoted the numbers.

The minimum basic pay, as decided by the 6th Pay Commission, was Rs.7000. The basic salary of the lowest rank employee, who was recruited after the implementation of the 6th Pay Commission, was Rs.7000 per month, plus allowances. Almost ten years later, the basic pay of the same lowest ranked employee who was recruited after July 2015, is Rs.15330 (7000 + 119% DA) and allowances. The Dearness Allowance, which is given twice a year, began at zero and has increased to 119% in the past 10 years.

The Central Government employees’ Federation, NC JCM Staff Side had, in its memorandum to the 7th Pay Commission, hoped for a revised minimum basic pay of Rs.26000 (a 70% hike), instead of Rs.15330. The Federation had detailed and defended with irrefutable explanations and justification for their demands.

In News Media , Articles are being written questioning the basis on which the Federation is demanding a 3 times hike in salary..?
In fact, it is not clear on what basis they are publishing articles that Federations were asking a 3 times salary hike and central govt employees can get 3 times hike !

“An employee’s salary hike depends on a number of factors, including the pay commission, wage revision, promotion, etc. The normal procedure to find out the percentage of hike is to calculate it on the basis of the pre-hike salary. But, it is ridiculous to see some people calculate the increase based on the salary drawn by the employee ten years ago, and claim that they are going to receive multiple-times of salary hike.”

It is almost tragic to see employees, lured by the misguiding claim of a Multiplication Factor of 2.86, assuming that there will be a threefold salary hike.

The salaries of all Central Government employees from January 2016 onwards will be 30% higher than the pay of December 2015.

People who differ from this opinion, and those who are convinced that it is very low, are requested to calculate the percentage of salary hike of December 2005 and January 2006. This was the hike recommended by the 6th Pay Commission. Also, if possible, try to find out the percentage of increase in salary of December 1995 and January 1996. This was hike recommended by the 5th Pay Commission.

It has become very obvious that the Central Government employees are under some kind of spell when it comes to salary hikes. This is an attempt to dispel the illusion.

I shall resume this article with your esteemed feedback.

Is there any connection between the report of 7th CPC and OROP announcement?

Is there any connection between the report of 7th CPC and OROP announcement?

“Is there any connection between the submission of report of 7th CPC to Central and the announcement of OROP to Defence Personnel?”

The 7th Pay Commission has announced through on its portal last month that the task was given by the Government to the commission will be completed within the time frame and the commission will submit its recommendations before September this year to Central Government.

Some believe that the two reports could be linked.

“The 7th Pay Commission is all set to submit its report to the Government before August 15.”
“The Prime Minister is expected to announce the implementation of OROP in his Independence Day address to the nation.”

According to unofficial sources, the 7th Pay Commission is going to submit its report to the Government before August 15. The fact that the commission has completed its work much ahead of its deadline is indeed commendable. This is the first time in the history of Pay Commissions that a Commission has completed its report ahead of its deadline. Pay Commissions are synonymous with arrears. Last time, 20-month arrears were paid in two installments. If the new Pay Commission’s recommendations are implemented on time, it would be another first – the first to not have any pending arrears.

On June 24, the Pay Commission itself said on its website that the report-preparation is in its final stage, and that work will be completed on schedule. The announcement was welcomed by Central Government employees, and helped clear lot of doubts in their minds.

www.gservants.com has plenty of unconfirmed reports on various issues related to the 7th Pay Commission, including a minimum basic pay of Rs.21000, removal of the Grade Pay system that was introduced by the 6th Pay Commission, and a uniform 2.86 pay scale for all grades. The website also said that the railway employees federation had confirmed that the 7th Pay Commission will submit its report on August 30. This created tremendous excitement among Central Government employees.

Meanwhile, a popular English newspaper reported that the Pay Commission will submit its report towards the end of October.

In the midst of all these uncertainties, there comes another unconfirmed report that the recommendations will be submitted well before August 15. It adds that the Prime Minister will also announce the OROP scheme in his Independence Day speech.

We have been unable to find out if the 7th Pay Commission has any recommendations on OROP. But, there is wide expectation that the report will have some suggestions related to it.

Workable 7th Pay Commission Recommendations are out

7th Pay Commission Recommendations has begun to emerge!

“It doesn’t come as a surprise that even bits and morsels of information about the recommendations, which is being eagerly expected by nearly 50 lakh employees and pensioners, make headlines.”

The recommendations of the 7th Pay Commission have slowly started to make their way to the media in the form of unconfirmed news. The information that was being extensively discussed by all for more than a week now has finally made it to the websites yesterday.

It has now been confirmed that the 7th Pay Commission will submit is report to the Government next month. With the report being given a final shape, certain pieces of information have already started to hit the media. Some of the workable recommendations of the commission are out.

In 2006, a number of such unconfirmed reports surfaced, when the 6th Pay Commission report was being prepared, because the report was not submitted to the government on time. Due to the delay, there was tremendous curiosity to find out what the report contained. This led to a lot of rumors. Since the internet didn’t become that popular in those days, those rumors were hard to believe. Most of them were circulated by word of mouth.

Now, despite the fact that there are plenty of news sources, since it has become possible to trace the point of origin of the information, such rumors have reduced. This time around, the information was given by the leaders of Federations. Yet, one can neither completely accept them as true, nor dismiss them as entirely false.

Since the government and the major employees federations have their own websites, it has become possible for the information to spread to the corners of the world within minutes. Also, retracts and denials too have become equally fast, thus killing the rumours immediately. With a number of other individual websites and blogs too covering the news about Central Government employees, the readers are now able to differentiate between news and rumours.

There is nothing surprising or shocking in the news reports that have now surfaced. A minimum basic pay of Rs.21,000 is an expected one. The recently released Kerala Pay Commission too has recommended the minimum wage at Rs.17,000 (from 01.01.2014 onwards). The National Council has demanded that it be Rs.26,000 per month.

It is a well known fact that the Grade Pay System had been a source of constant irritation. The dual Hierarchy System (Promotional hierarchy and Grade Pay hierarchy) will come to an end. There will not be any more confusion about the promotions that come through MACP.

The Multiplication Factor of 2.86 does sound very low. NC JCM had pressurized the Pay Commission to fix it at 3.7. The 6th Pay Commission had fixed it at 1.86, and also given Grade Pay. Since the DA now stands at 125% (including July 2015 and January 2016), this could end up being substantial.

Information about retirement is unexpected. Unconfirmed reports claim that the 7th Pay Commission is planning to recommend 33 years in service or the age of 60 (whichever comes early) as the criteria for superannuation. Since the recommendations will be implemented from 01.01.2016 onwards, many are likely to get affected.

And also some key messages revolving about the recommendations are…
There will be no running Pay band and Grade Pay System. The Pay scales will be open ended to avoid stagnation in the scales. The CCA will be separated into two components as it was in the 5th Pay Commission. CGEGIS Insurance Coverage and Monthly premium will be increased. Classification of Posts will be Modified and the 7th Pay Commission recommendation will be implemented with effects from 1.1.2016.

A concise introduction of pay commissions for Central Government Employees…

A concise introduction of pay commissions for CG Employees

Central Pay Commissions and Central Government Employees…

Generally, Central Government Employees who works in different ministries and departments under the Central Government, play major roles in the smooth functioning of the country. Employees under different departments work so hard to maintain law and order, stabilizing the economy, security to the people and defending our nation from enemies. Even though they are not large in numbers, their work during major crisis like natural calamities, earthquake and floods, stands apart. They are even asked to work 24 hours a day on all working days during emergencies. Our Defence Forces have done breathtaking efforts and marvellous work to evacuate Indian citizens from foreign countries which are under civil wars. They are bold enough to cross the border of our neighbouring country to fight against terrorists who had earlier ambushed and killed our security forces. Everyone must be proud of our defence forces for their bravery and skills.

Students after completing their tough academic career in different streams, keeps their first preference to get a government job. Though the pay packages are lower than multinational companies, they think that government jobs give more security to them.

As everyone knows that the pay and allowances for the central government employees are fixed by the central government as per the recommendations of Central Pay Commissions (CPCs). The central government constitutes Pay Commissions by appointing highly placed personalities as Chairman and Members. The commission then studies the economic conditions, day today difficulties of employees, their ideas etc., and give its recommendations to revise pay packages for the employees in every ten years. The commission submits its recommendations to the central government and the government in turn, takes final decision to implement the Pay Commission. Usually, the commission is given 18 months time to submit its report on the recommendations on pay revision:

PAY COMMISSIONS:

The First Pay Commission was appointed on May 1946, and it submitted its report in May 1947.
The Second CPC was appointed on August 1957, and it submitted its report in August 1959.
The Third CPC was appointed on April 1970, and it submitted its report in March 1973.
The Fourth CPC was appointed on June 1983, and three reports were submitted in June 1986, December 1986 and May 1987 respectively.
The Fifth CPC was appointed on April 1994, and submitted its report in January 1997.
The Sixth CPC was appointed on October 2004, and submitted its report in March 2008.

SEVENTH PAY COMMISSION:

The Seventh Central Pay Commission was constituted on the 28th of February 2014 under the Chairmanship of Justice Shri Ashok Kumar Mathur, Shri Vivek Rae as full time member and Smt. Meena Aggarwal as Secretary. The Commission has been given 18 months from the date of its constitution to make its recommendations.

From the date of its constitution, the commission travelled all over the country meeting different delegates, officers, trade union leaders, associations, employees etc., under different departments to take stock of the economic conditions faced by the employees and the impact of rising prices of essential commodities on them.

Finally, the Chairman of the 7th CPC in their final meeting with the National Council JCM, has said that Commission will submit its report to the central government in September 2015. Points regarding the implementation of the 7th CPC were discussed. The Chairman denied any proposal to implement the recommendations from 01.01.2014 and said that the revised pay structures and recommendations will be implemented from 01.01.2016.

Let us hope for the best!!!

Additional Memorandum to 7th Central Pay Commission – IRTSA

Additional Memorandum to 7th Central Pay Commission – IRTSA

Pros and Cons of Pay Band and Grade Pay System

Indian Railways Technical Supervisors Association already submitted a complete memorandum to 7th Pay Commission on 26.5.2014 and Oral evidence and Power Point Presentation also by IRTSA on 12.12.2014. Now, an another supplementary Memorandum submitted to 7th Central Pay Commission on 17.6.2015. The rejoinder memorandum insists on the demands of Higher Grade Pay and Classification of posts of Technical Supervisors in Railways. (Click to read all memorandums submitted to 7th CPC)

SUPPLEMENTARY MEMORANDUM SUBMITTED BY IRTSA
TO SEVENTH CENTRAL PAY COMMISSION

Chapter – 13

BENEFITS & DRAWBACKS OF PAY BAND & GRADE PAY SYSTEM INTRODUCED BY SIXTH CENTRAL PAY COMMISSION

13.1. Benefits& Drawbacks of Pay Band and Grade Pay system introduced by 6th CPC

i. Problem of stagnation in pay is eliminated, since pay bands are having long spans.

ii. If employees are stagnated at the maximum of any pay band for more than one year, continuously, he/she shall be placed in the immediate next higher pay band without change in the Grade Pay.

iii. Point to point fixation was facilitated by the pay band system, (with one increment in the revised pay cale for every three increments in the pre-revised scale) – But the employees with more years of service were placed in a disadvantageous position.

iv. Quantum of increment increases exponentially, instead of fixed rate of increment attached to every pay scale – But the difference became very large at higher levels – thus causing discrimination with those at middle & lower levels.

v. Grade Pay decides hierarchy / seniority of the post.

13.2. Main Draw backs of Pay Band and Grade Pay system introduced by 6th CPC

i. Increase between minimum basic pay of prerevised scale and minimum of every Revised Pay Band is not uniform. There is much greater increase in favour of PB-3 & PB-4.

ii. Arbitrary adoption of formula of 40% of maximum of the merged scales for deciding the Grade Pay – instead of progressive and proportionate rise of Grade Pay from one scale to the next.

iii. Disproportionate rise of pay after Sixth Pay commission – due to grant of disproportionate Higher Grade pays in higher scales (S-24 & above) as compared to S-4 to S-23 (Please see details in the following Table and also the table in next page)

iv. Rate of annual increment (3% of basic pay) is inadequate.

v. Increment on promotion (difference in grade pay + one additional increment) is inadequate.

vi. Situation of senior promotes getting less pay than Junior direct recruits, is in violation of basic principle of Pay Band system. For example,

a. A JE with five years of service while getting regular promotion from Grade Pay Rs.4200 in PB-2 to Grade Pay Rs.4600 as SSE is fixed at a Basic pay of Rs. 16120 compared to the Direct recruit’s basic pay of Rs.17140.

b. A JE with five years of service while getting promotion (through LDCE) from Grade Pay Rs.4200 in PB-2 to Grade Pay Rs.4800 as AWM/AME/AE is fixed a Basic pay of Rs. 16120 compared to the Direct recruit’s basic pay of Rs.18150.

c. Pay on Promotion should be fixed at least at par with Entry Pay in the Revised Pay Structure for direct recruits.
