Subject:- Grant of Dearness Relief to Central Government Employees who had drawn lump sum amount on absorption in a PSU/Autonomous body and are in receipt of 1/3rd restored commuted portion of pension.-Revised rate effective from 1.7.2016.

The undersigned is directed to refer to this Department's OMs 42/06/2016- P&PW(G) dated 11th April, 2016 and 42/15/2016-P&PW(G) dated 16.1l.2016 wherein it was decided to issue separate Dearness Relief orders to the Central Government employees who had drawn lump sum amount on absorption in a PSU/ Autonomous body and are in receipt of I 13rd restored commuted portion of pension and to say that the President is pleased to decide that the Dearness Rei ief (DR) shall be enhanced from the existing rate of 125% to 132% w.e.f. I st July, 2016.

2. These orders will be applicable to Central Government employees who had drawn lump sum amount on absorption in a PSU/Autonomous body and have become eligible for restoration of 1/3rd commuted portion of pension. These employees will be entitled to the payment of DR @ 132% w.e.f. 1.7.2016 on full pension i.e. the revised pension which the absorbed employee would have received had he not drawn lump sum payment on absorption and Dearness Pension subject to fulfilment of the conditions laid down in para 5 of the O.M. dated 14.07.98 as amended from time to time. In this connection, instructions contained in this Department's OM No. 4/29/99-P&PW (D) dated. 12.7.2000 refers.

3. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.

4. Other provisions governing grant of DR in respect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department's OM No. 45/73/97-P&PW (G) dated 2.7.1999 as amended vide this Department's OM No. F.No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.

5. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.

6.The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528- T A, lI/34-80-II dated 23/04/1981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 295S/GA-64 (ii) (CGL)/81 dated the 21 st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.

7. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.

8. This issues in pursuance of instructions of Ministry of Finance, Department of Expenditure vide their OM No. 1/3/2008-E.II(B) dated 09th Nov, 2016.

7th Pay Commission: Revised allowances for central govt employees to come into effect only after March 2017

New Delhi: Central government employees have been demanding a better monthly pay package under the 7th Pay Commission, and demanding reinstatement of all the allowances abolished or subsumed by the pay panel.

The government, even set up a committee in July under Finance Secretary Ashok Lavasa to look into the Allowances related grievances of central government employees. Though the committee was to submit its report within 4 months, it is yet to come out with its report.

Now, the committee has received extension up to February 22 to submit its report.

Even, considering the statements made by the RBI governor Urjit Patel in the last bimonthly monetary policy announced on December 7, it seems that higher allowances, if at all, will not come before March 2017 i.e. the next financial year.

As the RBI Governor said that disbursement of salaries and arrears under 7th Pay Commission award has not been disruptive to inflation outcomes, he added that the extension of two months given to the Ministry of Finance to receive the notification on higher allowances under the Pay Commission’s award, could push it's fuller effect into the next financial year, rather than this financial year.

Subject : Dues/Outstanding against the Retiree Allottee – regarding.

Each Allottee has been allotted a unique Allottee Account Number (AAN) for the purpose of posting of licence fee recovery online through the DDO concerned. As soon as the recoveries as posted by the DDOs, they get automatically reflected in the rent card of the allottee. It is mentioned that a system generated software for Rent Assessment is available on the website of Directorate of Estates. The Retiree Allottee can view the Online Licence fee details in respect of the Quarter allotted to them, on the Website of the Directorate of Estates i.e. http:estates.nic.in or www.gpra.nic.in, by logging their ID & Password given by this Directorate, wherein they can get Provisional Rent Assessment details/certificate and can examine/verify the dues pending/outstanding etc. against them and can also obtain the dues position through self or DDO concern.

If any dues or outstanding amount are found, the retiree Allottee should approach their DDO concern urgently and get updated the same, by remitting online posting of Licence fee recoveries in their AAN number on the portal of GPRA. A system generated notification has been generated on the screen of Allottees, to view all the details of the Quarters allotted to them and rent assessed and collected/reported.

Subject: Enhancement of Nursing Allowance to the Civilian Nursing Staff working in Clinics/Dispensaries under Defence Establishments at par with Nursing Staff working in Hospitals.

I am directed to refer to this Ministry’s letter of even number dated 04th August 2016 and to say that the concurrence of MoF was sought for enhancement of Nursing Allowance to the Civilian Nursing Staff working in Clinics/Dispensaries under Defence Establishments from Rs. 3200/- per month to Rs. 4800/- per month, w.e.f. 04.08.2016 on account of increase in DA by 100%.

2. After considering the matter, Ministry of Finance(Department of Expenditure) vide their ID Note No.300307017/2016-E.IV dated 18.11.2016 has concurred with the proposal stating that all the conditions mentioned in Ministry of Health & Family Welfare OM dated 19.11.2008 would be applicable to Civilian Nursing Staff working in Clinics/Dispensaries under Defence Establishments.

3. The MoD letter of even number dated 12.08.2009 stands modified to that extent.

4. This issues with the concurrence of Ministry of Finance, Deptt of Expenditure vide their ID Note No. 300307017/2016-E.IV dated 18.11.2016, and MoD(Finance) F.No. 18011/1/AG/PB/2000 dated 29.11.2016 and Dy. No. 236/AG/PB/2016 dated 09.12.2016.
