7th Pay Commission – NFIR Ultimatum to Jaitely – If grievance not met – Trains will be off the track from 11th July 2016

Western railways employees union General Secretary Mr. Mahurkar said in a press conference in Nagad, if the recommendations of the railway minister Mr. Prabhu are not met or not accepted, the rails will come to a crashing halt on July 11.

7th Pay Commission – NFIR Ultimatum to Jaitely – If grievance not met – Trains will be off the track from 11 July
7th Pay Commission – NFIR Ultimatum to Jaitely – Railways minister Suresh Prabhu has requested Union finance minister Arun Jaitley for a financial assistance of about Rs 32,000 crore to absorb impact of 7th Pay Commission recommendations.

Railways minister Suresh Prabhu has requested Union finance minister Arun Jaitley for a financial assistance of about Rs 32,000 crore to absorb impact of 7th Pay Commission recommendations.

“I would therefore earnestly request you to help the ministry of Railways and hand-hold it for implementation of 7th CPC recommendations,” Prabhu said in a letter addressed recently to Jaitley. “This may be done either through compensation of loss for coaching services (Rs 31,727 crore in 2013-14) or directly by virtue of a revenue grant matching the amount of the 7th CPC’s liability placed upon the Railways for the next three to four years.”

Western railways employees union General Secretary Mr. Mahurkar said in a press conference in Nagad, if the recommendations of the railway minister Mr. Prabhu are not met or not accepted, the rails will come to a crashing halt on July 11.

He added that about 1.5 lakhs of RPF jobs are vacant.

He further reiterated, the security forces of railways work 24 hours, they should be paid accordingly, based on their commitment, which is not happening, he said.

Railway Minister Mr. Prabhu has conveyed the grievances of railway staff to the finance minister Mr. Jitley, however it looks like he is in no mood to listen the plight of the railway staffs. so the employees are forced to take further devastative action, he added.

In the 6th CPC the increase in the wages was 54% but the 7th pay commission has recommended only 14.3% increase. Its a crime against employees, he added.

Mahurkar also objected to the implementation of new pension scheme for the employees from April 1 2014.

He added, on 9th June we will issue a notice for strike, if our demands are not met, from 11th July the railway employees will go on indefinite strike.

NFIR write to Railway Board to settle the issue of stepping up of pay of Seniors drawing less pay than the Juniors

NFIR write to Railway Board to settle the issue of stepping up of pay of Seniors drawing less pay than the Juniors

Stepping up of pay of Seniors drawing less pay than the Juniors consequent on fixation of pay due to implementation of 6th CPC recommendations between Direct Recruits and Promotees – item no. 8 and para no. 20 & 21 of the Record Note of the meeting of the Standing Committee of National Council JCM held on 7th May 2014

NFIR
National Federation of Indian Railwaymen
3, CHELMSFORD ROAD, NEW DELHI – 110055

Dated: 11/04/2016

The Secretary (E),
Railway Board,
New Delhi
Dear Sir,

Sub: Stepping up of pay of Seniors drawing less pay than the Juniors consequent on fixation of pay due to implementation of 6th CPC recommendations between Direct Recruits and Promotees – item no. 8 and para no. 20 & 21 of the Record Note of the meeting of the Standing Committee of National Council JCM held on 7th May 2014.

NFIR’s letter No. IV/NFIR/6th CPC/Main10/Pt. 11 dated 10/11/2014 addressed to Secretary/DoP&T and copies endorsed to Secretary (Pers), Department of Expenditure, Ministry of Finance and Secretary (E), Railway Board.

(ii) DoP&T’s O.M. No. 1046768/2015-Estt(Pay-1) dated 9th March, 2015 addressed to Railway Ministry and copy endorsed to NFIR.

(iii) NFIR’s letter No. IV/NFIR/6th CPC/Main10/Part 11 dated 15/04/2015 & 02/03/2016.

(iv) Railway Board’ s letter No.PC-VI/2010/I/RSRP/1 daIed 22/03/2016.

The reply vide Board’s letter dated, 22/03/2016, in response to NFIR’s letter dated 02/03/2016, is disappointing as the Railway Board have failed to appreciate the situation narrated by the Federation to the Secretary, DoP&T in its letter dated 10/11/2014, to which the DoP&T responded as under:-

“Department of Expenditure had, after the meeting of the National Anomaly Committee, allowed stepping up of pay to promotees with reference to Direct Recruits subject to certain conditions, including there being an element of direct recruitment, an actual junior receiving more pay etc. They’ however, decided that no general order be issued. Accordingly, Ministry of Railways may take up the matter with the Department of Expenditure for issuing of instructions, if any”.

It is needless to mention that the action as mentioned above is needed to be taken at the level of Railway Ministry (Railway Board) for which reference needs to be made to the Department of Expenditure for the purpose of issuing instructions in favour of Railway employees. This is also clear from the fact that the issue was raised in the Standing Committee meeting of NC/JCM held on 07th May 2014 refer Item No. 8 (Para 20 & 21) of the record note of the meeting. Federation is sad to point out that the Railway Board instead of taking action as per the minutes of Standing Committee meeting of NC/JCM has acted differently and have sent a copy of Board’s instructions dated 17/02/2010 to the Federation, which are not at all related to the issue involved. however without examining the issue in consultation with the Department of Expenditure.

Federation once again desires to re-iterate that already a period of more than one year has passed, unfortunately, the action needed to be taken in the matter at Board’s level has not been taken yet.

NFIR, therefore, once again requests the Railway Board to take action as indicated by the DoP&T and formulate a proposal to the Department of Expenditure (Ministry of Finance) in consultation with the Federation.

Yours faifhfully,
sd/-
(Dr.M.Raghavaiah)
General Secretary

Appointment on compassionate grounds – Clarifications issued by Railway Board

Appointment on compassionate grounds – Clarifications issued by Railway Board

GOVERNMENT OF INDIA
MINISTRY OF RAILWAYS
(RAILWAY BOARD)

No. E(NG)H/2015/RC-l/Genl./2
New Delhi, dt.23.04.2015

The General Manager(P),
All Indian Railways
Production Units.

Sub: Appointment on compassionate grounds – Clarifications – regarding.

Attention is invited to this Ministry’s letter of even number dated 14.092012 issued under RBE No. 102/2012. Some of the Zonal Railways have sought clarification as regards to the allowances and benefits allowed to a trainee under Board’s letter dated 14.09.2012(RBE No. 102/2012) should be given to a trainee appointed against a working‘post where it is mandatory for persons being appointed to clear the entire training period before joining a working post.

The matter has been examined in Board’s office and it is clarified that in terms of one of the recommendations of the 6th Central Pay Commission, as accepted by the Government of India, candidates not possessing the minimum qualifications of Matriccould not be recruited in the Government service. At the same time, Commission also recommended that in exceptional circumstances like appointment on compassionate grounds, Government might need to provide employment opportunities to certain classes of persons not immediately meeting the minimum educational standards and Government could recruit them as “trainees” who would be given a regular pay band and Grade Pay only on acquiring the minimum qualification prescribed under the Recruitment rules.

Thus, it is amply clear that Board’s instructions dated 14.09.2012 applies exclusively in cases, where candidate being considered for appointment on compassionate grounds are not meeting the minimum qualification for entry into the Government service that is, in Grade Pay 1800/- and the word ‘trainees’ have been coined only for this limited purpose. It has nothing to do with trainees (who get stipend and not salary) in various posts of Grade Pay 1900 & above, where it is mandatory for persons to complete the training successfully, before joining a working post.

Please acknowledge receipt.
