Subject: Acceptance of Diploma/Degree in Engineering prescribed for open market recruitnent to posts on the railways — Duration of course regarding

Instances have come to notice of this Ministry, wherein, candidates the written examination conducted by Railway Recruitment Boards are producing Diploma/Degree in Engineering of varied duration conducted by various institutions.

The matter has been looked into and it has been decided that henceforth a minimum of three year Diploma course in Engineering and a minimum of four year course in Engineering done after +2 shall only be accepted in addition to Diploma in Engineering obtained from Polytechnics. Instructions contained in Board’s letter No. dated 08.12.2011 still hold good.

Sub: Payment of difference on arrears of TA/DA arising out of Railway Board’s letter No.F(E)I/2011/AL-28/18 dt.29.4.14.

One of the Railways has sought clarification regarding a supplementary claim for difference of TA/DA arising out of enhancement of Dearness allowance upto 100% w.e.f. 1.1.14 after issue of Board’s letter No.F(E)/2011/AL/28/18 dt. 29.04.14.

2. The matter has been examined in Board’s office and it is clarified that where TA/DA has been paid at old rates supplementary claims for difference of TA/DA would be admissible in respect of official tours made on or after 01.01.14 consequent to increase in the rates of TA/DA by 25%, w.e.f. 01.01.2014.

3. This disposes of South Eastern Railway’s letter No.ENG/Bills/TA&DA/604 dated 25.08.2015.

4. Please acknowledge receipt.

Sub: Payment of Dearness Allowance to Railway employees- Revised rates effective from 01.01.2015.

Please refer to this Ministry’s letter of even number dated 19.9.2014 (S.No.PC-Vl/346, RBE No. 1 02/2014) on the subject mentioned above. The President is pleased to decide that the Dearness Allowance payable to Railway employees shall be enhanced from the existing rate of I 07% to 113 % with effect from I st January, 2015.

2. The provisions contained in Paras 3, 4 & 5 of this Ministry’s letter of even number dated 09.09.2008 (S.No. PC-VI/3, RBE No. I 06/2008) shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all railway employees. The arrears may be charged to the salary bill and no honorarium is payable for preparing separate bill for this purpose.

4. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

All India Helpline Number 138 and Security Helpline No.182 printed on the Railway Ticket

Railway Board issued orders on printing of All India Helpline Number 138 and Security Helpline No.182 on the Ticket

Subject: Printing of All India Helpline Number 138 and Security Helpline No.182 on the ticket.

Vide Board’s letter No. 2015/TG-II/02/HeIpline dated 23.2.2015, it has been decided to provide the All India Helpline Number 138 for passengers, as interface for queries/complaints related to Medical emergency, Cleanliness, Food & Catering, Coach Maintenance, Linen etc.

2. In order to publicise the above mentioned number, Board desires that the text “All India Passenger Helpline No.138” may be got printed at the front of the PRS as well as UTS tickets.

3. The text “PNR and train arrival/departure enquiry No.139” may also be printed on the front of the ticket.

4. Further, with reference to the revised general instructions enclosed with Comml Circular No.7 of 2015, Board desires that the text “to report unsavoury situation during journey please dial railway security helpline No.182” may also be got printed at the back of the PRS as well as UTS tickets.

5. It is also desired that the text please carry valid Identity proof’ as appearing at the back of PRS ticket may be moditied as “please carry original identity proof’.

6. IRCTC may also make necessary arrangements to ensure printing of the above mentioned text on the hard copies as well as SMS of e-tickets.

7. The above instructions may be implemented w.e.f 1.3.2015.

8. Necessary instructions in this regard may be issued to all concerned.
