Separate counters to women passengers for buying train tickets

Facilities for Women Passengers for buying Train Tickets at Reservation Counters

Ministry of Railways has been providing special facilities to women passengers for conveniently buying tickets at railway reservation counters. The Ministry has further elaborated facilities as follows: –

(a) At computerized reservation office, a separate reservation counter should be earmarked for ladies if the average demand per shift is not less than 120 tickets.

(b) In case, there is no justification for earmarking of exclusive counter for ladies, the requests received from ladies should be dealt with along with the reservation requests of the specific categories viz. senior citizen, physically handicapped, ex. MPs, MLAs, accredited journalists, freedom fighters etc.

(c) At those reservation offices where separate reservation counters have not been earmarked for ladies and also those locations which have not been computerized, ladies/female passengers should not be compelled to join the general queues and be attended to separately at the same counter as for general passengers. A suitable notice board about the availability of this facility should also be displayed near the reservation counter. This facility will however be available only from 11:30 hours to avoid misuse of this facility by unscrupulous elements to block accommodation during opening hours of general and Tatkal reservation.

(d) Ladies may be allowed to purchase tickets from these reservation counters irrespective of persons for whom the reservation is being sought. However, no other persons will be allowed to purchase ticket for them from these counters.

(e) As far as earmarking of separate unreserved ticket counters for ladies, zonal Railways have been asked to assess the demand and do the needful based on the same.

(1) Financial up-gradation under MACPS to the directly recruited Graduate Engineers Considering entry Grade Pay as Rs. 4,600/- for the purpose of MACP to all the directly recruited Engineering Graduates in Design/Drawing Cadre and other Cadres.

(2) Third financial up-gradation under MACPS on completion of 20 years of service from the first promotion or 10 years after second promotion or 30 years after regular appointment whichever is earlier?

(8) Abolition of Pay Scale and Introduction of up-graded PayScale with revised designation Senior Section Engineers (Drawing) – Clarification on entry Grade Pay.

(9) Non-grant of benefit under MACP Scheme to the Stock Versifiers working in Zonal Railway/ Production Units.

(10) Grant of financial Up-gradation under MACP Scheme – Wrongful clarification issued by the Railway Board.

(11) Grant of Transport Allowance to the employees availing the facility of Workmen Trains.

Railway Board gave misleading facts to 7th Pay Commission claimed by Federation, this has been claimed by NFIR, Federation of Indian Railway employees.

Madam,

Sub: Information pertaining to Allowance payable to Officers/Staff of Railways – Para-wise views – reg.
Ref: Railway Board OM No. E (P&A) II-2014/Misc.3/7th CPC dated 20.10.2014.

Kindly refer our discussions on the subject of Pay Element and Running Allowances payable to Running Staff during the course of tendering oral evidence before 7th Pay Commission on 14th April, 2015.

We have explained in clear terms that the issues of Pay Element and Running Allowances have been dealt through bilateral negotiations between the Railway Ministry and Federations’ since the last several decades and hence the 7th CPC need not look into these aspects, although Railway Ministry has sent cetain details in this regard.

In this connection, the Federation furnishes below its comments on Railway Board’s OM dated 20/10/2014 for the appreciation of 7th CPC.

We also invite the kind attention of 7th CPC to the following minutes of PNM meeting of NFIR held with the Railway Board on 20th/21st December, 2014.

“NFIR PNM 8/2011: The staff side requested to withdraw the reference on Running allowances sent to 7th CPC as the Federation raised certain objections to the contents thereof”.

We therefore request the Hon’ble VII CPC to leave the Pay Element and Running Allowances subject to be dealt by Railway Ministry through discussions with the Federations.
