Non-implementation of digital signed pension revision authorities by 15 banks: CPAO

Subject: Non-implementation of digital signed pension revision authorities by 15 banks.

Attention is invited to this office OM No. CPAO/Tech/e-PPO/ZOIS-16/440-511 dated 03.07.2015 (copy enclosed) on the above subject, whereby all the banks were requested to provide following:-

(i) Server finger print for SFTP
(ii) Username of SFTP
(iii) Password for SFTP

2. Paperless movement of digitally signed e-Revision authorities were scheduled to be implemented w.e.f. 01.02.2016 in all banks vide CPAO's OM No. CPAO/Tech/e-PPO/ZOIS-16/1743 dated-28.01.2016 (copy enclosed). For this purpose, all CPPCs were supposed to provide their SFTP accounts to N lC-CPAO to enable it to push the digitally signed e-Revision Authorities to their server.

3. While 14 banks have already implemented these, even after rigorous persuasion by NIC-CPAO 15 banks are still lagging behind (list enclosed) in providing their SFTP accounts. Consequently, the movement of paperless e-Revision authorities could not be implemented fully in all banks.

4. If remaining banks are facing some difficulties in providing their SFTP accounts, Sh. Davinder
Kumar, Technical Director, NIC at his E-mail mm or Mobile No.9354806172 may be contacted. The SFTP accounts may be provided to the MC, CPAO at the earliest and in any case not later than 30.04.2016.

This issues with the approval of Competent Authority.

Office Memorandum

Subject:- Revision of pension of pre-2006 pensioners - delinking of revised pension from qualifying service of 33 years.


Attention is invited to DP&PW OM No. 38/ 37/08-P&PW (A) dated 06.04.2016 on the above mentioned subject (copy enclosed). Through this OM, DP&PW in consultation with Ministry of Finance (Department of Expenditure) has conveyed its decision to delink the revision of pension of pre-2006 pensioners from qualifying service of 33 years. Now, the revised consolidated pension of pre-2006 pensioners shall not be lower than 50% of the minimum of the pay in the Pay Band and the grade pay (wherever applicable) corresponding to the pre-revised pay scale as per fitment table without pro-rata reduction of pension even if they had qualifying service of less than 33 years at the time of retirement. Accordingly, concerned PAOs are required to revise the pensions of pre-2006 pensioners covered by this OM. The arrears of revised pension would be payable with effect from 1.1.2006. 

2. To facilitate the FAQs to process these cases, a tentative list of such pensioners is being provided on CPAO’s website i.e. W in CCA's login and FAQ login. All PAOs may download the same by using their login provided by CPAO. PAOs may check these cases from their records too and besides these cases, if additional cases come into notice which are covered by this OM, may also be processed by PAOs.

3. All Pr. CCAs/CCAs/CAs/Accountants General and Administrators of UPS are requested to direct their PAOs to urgently take necessary action and revise these cases by using e-Revision
utility of NIC- CGA.

Dear Sir,

Sub: Stepping up of pay of Seniors drawing less pay than the Juniors consequent on fixation of pay due to implementation of 6th CPC recommendations between Direct Recruits and Promotees – item no. 8 and para no. 20 & 21 of the Record Note of the meeting of the Standing Committee of National Council JCM held on 7th May 2014.

NFIR’s letter No. IV/NFIR/6th CPC/Main10/Pt. 11 dated 10/11/2014 addressed to Secretary/DoP&T and copies endorsed to Secretary (Pers), Department of Expenditure, Ministry of Finance and Secretary (E), Railway Board.

(ii) DoP&T’s O.M. No. 1046768/2015-Estt(Pay-1) dated 9th March, 2015 addressed to Railway Ministry and copy endorsed to NFIR.

(iii) NFIR’s letter No. IV/NFIR/6th CPC/Main10/Part 11 dated 15/04/2015 & 02/03/2016.

(iv) Railway Board’ s letter No.PC-VI/2010/I/RSRP/1 daIed 22/03/2016.

The reply vide Board’s letter dated, 22/03/2016, in response to NFIR’s letter dated 02/03/2016, is disappointing as the Railway Board have failed to appreciate the situation narrated by the Federation to the Secretary, DoP&T in its letter dated 10/11/2014, to which the DoP&T responded as under:-

“Department of Expenditure had, after the meeting of the National Anomaly Committee, allowed stepping up of pay to promotees with reference to Direct Recruits subject to certain conditions, including there being an element of direct recruitment, an actual junior receiving more pay etc. They’ however, decided that no general order be issued. Accordingly, Ministry of Railways may take up the matter with the Department of Expenditure for issuing of instructions, if any”.

It is needless to mention that the action as mentioned above is needed to be taken at the level of Railway Ministry (Railway Board) for which reference needs to be made to the Department of Expenditure for the purpose of issuing instructions in favour of Railway employees. This is also clear from the fact that the issue was raised in the Standing Committee meeting of NC/JCM held on 07th May 2014 refer Item No. 8 (Para 20 & 21) of the record note of the meeting. Federation is sad to point out that the Railway Board instead of taking action as per the minutes of Standing Committee meeting of NC/JCM has acted differently and have sent a copy of Board’s instructions dated 17/02/2010 to the Federation, which are not at all related to the issue involved. however without examining the issue in consultation with the Department of Expenditure.

Federation once again desires to re-iterate that already a period of more than one year has passed, unfortunately, the action needed to be taken in the matter at Board’s level has not been taken yet.

NFIR, therefore, once again requests the Railway Board to take action as indicated by the DoP&T and formulate a proposal to the Department of Expenditure (Ministry of Finance) in consultation with the Federation.

OFFICE MEMORANDUM

Subject: Payment of Dearness Allowance to Central Government employees – Revised Rates effective from 1.1.2016.

The undersigned is directed to refer to this Ministry’s Office Memorandum No. 1/3/2015-E-II (B) dated 23rd September, 2015 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced from the existing rate of 119% to 125% with effect from 1st January, 2016.

2. The provisions contained in paras 3, 4 and 5 of this Ministry’s O.M. No. 1(3)/2008-E-ll(B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.

3. The additional installment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.

4. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees, separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.

5. In so far as the employees working in the Indian Audit and Accounts Department are concerned, these orders are issued with the concurrence of the Comptroller and Auditor General of India.
