Pilot run of e-Revision Utility of CPAO for 7th Central Pay Commission Revision of Pension

CPAO/IT&Tech/Revision/7th CPC/2016-17/19.Vol-111/207

23/12/016

Office Memorandum

Subject: Pilot run of e-Revision Utility of CPAO for 7th Central Pay Commission Revision of Pension.

Revision of about 9.5 lakhs Pre-2016 pension cases & 16000 post-2015 cases have become due as per recommendations of 7th CPC. As per instructions of DP&PW dated 4/08/2016, pension cases of Pre-2016 pensioners have been revised by the banks by applying the multiplication factor of 2.57. However, pension of post-2015 pensioners needs to be revised by concerned PAOs. At present, these cases are being revised through COMPACT and physical authorities are sent to CPAO for authorization of pension. As COMPACT does not provide the facility of sending online Revision Authorities under the digital signatures of concerned PAOS to CPAO, CPAO has to walt for physical Revision Authorities for the validation of PAOS’ signature and special seal. Due to this, the process of pension revision becomes time consuming which ultimately slows down the whole process of revision. To overcome this problem, CPAO has developed online e-revision utility to take care of 7th CPC Pension Revision with the facility of sending digitally signed Revision Authority under the diBital signatures of PAOS to CPAO.

2.lt has been decided to start the pilot run of new utility in 8 PAOS i.e. PAO, CRPF, New Delhi, PAO, CISF, New Delhi and PAO, BSF New Delhi of MHA; PAO, NDZ and PAO , Food Zone of UD; PAO, CWC in Water Recourses; Pr. AO/PAO, New Delhi in External Affairs and 2AO, CBDT New Delhi in CBDT. These PAOs are first required to register their digital signatures in PFMS (if not already registered) in order to process and send the revised authority to CPAO. e- Revision utility may be accessed on CPAO’s website at htlp://164,100.78.149/erevision.Step by Step process flow for processing of revision cases in the new utility may be downloaded from CPAOs.

3. ln view of the above, you are requested to instruct your PAOs selected for pilot run to use new utility of CPAO for revision of Post- 2016 pension cases w.e.f. 1st January,2017 and extend full support to make the trial/pilot successful. ln case of any difficulty in use of this utility Sh.Davinder Kumar, Technical Director, Nlc, cPAo may be contacted on Telephone No. 011- 26715338 or through email-kumar.davinder@nic.in.

Dated: 30.10.2015

Office Memorandum

Subject :- Revision of pension of pre-2006 Central Civil Pensioners and providing better service to pensioners.

Consequent upon the implementation of 6th CPC, revision of pensions of Pre-2006 pensioners were made suo-moto by banks as per ready reckoner provided by Deptt. of Pensions & Pension Ers Welfare w.e.f. 01.01.2006. For regularizing these revisions and updating the records of Pension Sanctioning Authority, Pay & Accounts Office and Central Pension Accounting Office; Pension Payment Orders (SSA) were to be issued through proper channel i.e. Head of Office –> PAO –> CPAO –> Bank. But considerable number of pension cases are still pending for revision by Government for want of certain information like last pay drawn, scale of pay, qualifying service, date of birth, date of death, current pension account number, contact number etc. which are not readily available either with Pension Sanctioning Authority or with the Banks.

As the recommendations of the 7th CPC are due very shortly, it is imperative to settle all these pending cases before so that while implementing the recommendations of 7th CPC, pension may be revised expeditiously.

In this context, it is presumed that the Central Civil Pensioners’ Associations remain in touch with pensioners and they may facilitate in pursuing the pensioners to provide their latest addresses, telephone numbers, e-mail le while submitting their Life Certificates (Format of Life Certificate enclosed) to the bank in the month of November, 2015 so that the pensioners may be contacted to get the required information.

In view of the above, Secretaries of all Central Civil Pensioners’ Associations are requested to extend their support in making contact with pensioners and pursue them to provide the necessary information while submitting Life Certificates to enable us to serve them better.

Office Memorandum

Subject: Aadhaar based Digital Life Certificate (Jeevan Pramaan).

The Hon’ble Prime Minister has launched “Jeevan Aadhaar’ Aadhaar based biometric verification system for pensioner). To make its implementation successful Department of Finance Services has constituted a sub-group comprising of Bank’s Association (IBA), State Bank of India, Punjab National Bank, Bank of Baroda and Canara Bank. Accordingly, RBI,IBA and Department of Financial Service have issued necessary guidelines/instructions to all banks for their convenience. To implement jeevan pramaan it is necessary on the part of banks to seed the Aadhaar number with Pension Payment Order and bank account number. To complete this task, all banks have to take special drive to collect the Aadhaar number of pensioners and make it a part of their master data.

In the above context Addl. CGA has taken a meeting on 24.12.2014 with the discuss the further strategy for speedy implementation of the system. In the meeting, it was decided that to ensure the genuineness of the pensioner it is necessary to seed the Aadhaar number with PPO and pensioners bank account. Because at present banks are not having pensioners’ data base on their server to link them with the details of PPOs and Aadhaar numbers, they were advised to prepare a date-toe of pensioers account first a, the earliest and link them with Aadhaar server. For to purpose they will call the pensioners to come to bank alongwith their original Aadhaar card and its photocopy for identification. The designated officer of the bank will identify the pensioner with reference to the PPO and KYC document and seed his pension account with Aadhaar server.

He will keep the photocopy of Aadhaar Card in the pensioners’ folder for record. The bank will apply this strategy immediately with those pensioners whose life certificates are still pending a are interested to opt for digital certification of their life. Thereafter, they may complete this task well before November, 2015, when life certificate becomes dues.

A column for Aadhaar number has been provided in the format of master data and made available on CPAOs website. All CPPCs are advised to update their master data duly seeded with PO number & bank account numbers and send the same to CPAO by e-mail at cpao.masterdata@gmail.com at the earliest so that CPAO also updates its master data for validation purpose.

This task must be completed on top priority basis.
