Consumer Price Index for Industrial Workers (CP-IW) – August, 2014

The All-India CPI (IW) for August, 2014 increased by 1 point and pegged at 253 (two hundred and fifty three). On 1-month percentage change, it increased by 0.40 per cent between July, 2014 and August, 2014 when compared with the rise of 0.85 per cent between the same two months a year ago.

The largest upward pressure to the change in current index came from Food group contributing 1.03 percentage points to the total change. At item level, Wheat, Pulses, Milk, Chillies-green, Potato, Tomato, Green vegetables & fruits, Tea (Readymade), Snack Saltish, Bidi, Chewing tobacco, Pan finished, Fire wood, Doctor’s fee, Cable charges, Auto rickshaw & Bus Fare, Flower/Flower garlands, Toiletries, Tailoring charges, etc. are responsible for the increase in index. However, this increase was restricted to some extent by Eggs (Hen), Fish Fresh, Poultry (Chicken), Ginger, Sugar, Electricity Charges, Medicine (Allopathic), Petrol, etc., putting downward pressure on the index.

The year-on-year inflation measured by monthly CPI~lW stood at 6.75 per cent for August, 2014 as compared to 7.23 per cent for the previous month and 10.75 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 7.63 per cent against 8.11 per cent of the previous month and 13.91 per cent during the corresponding month of the previous year.

At centre level, Nasik and Vadodara recorded the maximum increase of 8 points each followed by Chhindwara (7 points) and Surat (6 points). Among others, 5 points rise was observed in 4 centres, 4 points in 5 centres, 3 points in 7 centres, 2 points in 15 centres and 1 point in 16 centres. On the contrary, Goa reported a decrease of 8 points followed by Mysore (4 points). Among others, 3 points fall was observed in 3 centres, 2 points in 5 centres and 1 point in 6 centres. Rest of the 11 centres’ indices remained stationary.

The indices of 39 centres are above and other 39 centres are below national average.

The next index of CPI-IW for the month of September, 2014 will be released on Friday, 31 October, 2014. The same will also be available on the office website www. iabourbureau. gov. in.

Subject: – Extension of PPF Scheme to private sector banks.

The undersigned is directed say that this office has received some complaints regarding non transfer of their PPF Account from Post office to Private sector banks and vice versa. The matter was referred to Min. of Finance, Department of Economic Affairs [MOF(DEA)] for clarification. MOF (DEA) has forwarded copies of Gazette notifications to this office wherein MOF (DEA) had authorized some branches of ICICI Bank Ltd., lDBl Bank Ltd., HDFC Bank Ltd. and UTI Bank Ltd. (Axis Bank Ltd.) to operate PPF accounts under PPF Scheme. Copies of MOF (DEA) Gazette notifications .no. F.7/3/2005-NS.ll dated 14.06.2005 and 29.08.2005 are also enclosed.

2. In view of above, now PPF Account can be transferred from Post office to the branches of private banks mentioned in above Gazette notifications and vice versa and procedure prescribed for the transfer of PPF A/c from Head Post Office (HPO) to Nationalized Banks and vice versa will also be applied for transfer to these designated branches of Private Banks. lt is, therefore, requested to circulate these notifications to all field units for information and necessary action.

A meeting of the organizations/individuals who won the cases of MACP on promotional hierarchy in principal CAT/High Courts and other Associations, demanding to grant MACP on promotional hierarchy was convened on 25/09/2014 at NFPE office, North Avenue Post Office to discuss and decide the course of action to be taken to defend the SLP filed by the DoPT against the MACP cases of MV Mohanan Nair of Ernakulam CAT, Babu Ram, Reeta Devi and Dirender Singh of CAT Chandigarh.

Besides, top leaders of the Confederation of Central Government Employees & Workers, namely, Shri S. K Vyas Advisor, Shri M Krishnan, Secretary General, KKN Kutty, President, M S Raja Secretary etc. were present in the meeting. The leaders of Confederation elaborated the presentation before the MACP Anomaly Committee by them and said that the Government is not willing to consider any of the pending demands/anomaly including the anomaly of MACP, the only way left to us, at this stage is to intervene in the SLP pending before the Hon’ble Supreme Court by presenting our case through reputed advocates. The leaders of the Confederation have spelt out the merits and demerits of the MACP. However they are unanimous on the matter of intervening in the SLP filed in the Supreme Court as there is no alternative left with the employees.

The meeting discussed the issue in its breadth and length and decided to intervene in the SLP filed by Shri Mohanan Nair which is listed for hearing on 8th of October 2014 after assessing the merits of the case. Otherwise to intervene in the SLP of Shri Babu Ram/Dhirender Singh on its listing for hearing in the Hon’ble Supreme Court.

While discussing the course of action to be taken to defend the case and also raising funds for the expenses, All India Ordinance Factory Gazetted Officers Association, CPWD Engineers Association and All India CPWD Engineers Association have assured the meeting to provide one lawyer each at their own expenses to defend the case at Supreme Court. It was also decided that a legal fund to meet the expenses for conducting the case will be raised from the Central Government Employees.

The meeting unanimously decided to constitute a Steering Committee to conduct the case smoothly and elected the following persons as its members:-

NO DIFFERENCE BETWEEN NDA AND UPA GOVERNMENT LET US PREPARE FOR A MAJOR INDUSTRIAL ACTION

Dear Comrades,

Confederation National Secretariat met at New Delhi on 26.09.2014, under the Presidentship of Com. K. K. N. Kutty, National President. Com. S. K. Vyas Ji, Advisor was also present. After detailed deliberations on all agenda items, the following decisions are taken.

1. Decided to further intensify the campaign and agitational programmes against the Governments attitude towards the legitimate demands of the Central Government Employees. It is decided to organize two hours MASS SQUATING of not less than 3000 Central Government employees on 18th November 2014, at a centrally located important place at all the state capitals. Effort should be made to ensure maximum participation of Lady comrades in the programme. Next phase of action will be decided after successful implementation of the above programme.

2. Decided to explore the possibility of joint action with Railways (AIRF) and Defence (AIDEF) culminating in strike.

3. Decided to participate and implement all the decisions taken in the National convention of workers organised by Central Trade Unions on 15.09.2014.

5. Decided to grant affiliation to the following two organizations.

(1) Forest Survey of India Employees Association

(2) Nehru Yuvak Kendra Sanghathan (NYKS) workers Welfare Association.

6. Decided to organize Dharna in front of all Government of India Presses and Stationery offices and also in front of Government Medical stores Depot to protest against the proposed move to close down these offices. In front of Government of India Presses Dharna will be organised by Confederation on 27th October 2014 and in front of Government Medical Stores Depot dharna will be organised on 30th October 2014.

7. Financial position of the Confederation was presented by Financial Secretary Com. Vrigu Bhattacharjee. CHQ is running with a ‘NIL’ balance. Unless and until all the affiliated Unions/Associations voluntarily clear all pending dues it will be very difficult to run the CHQ. It is decided that Financial Secretary shall issue notice to all affiliated organizations to clear the pending dues.

8. National Secretariat calls upon all Central Government employees and also the affiliated organisatons and state COCs to make the 18th October programme a thundering success.
